SASSA has explained what a means test is and how it is used when people apply for social grants in South Africa. The South African Social Security Agency uses this test to check whether a person or household earns below the set income and asset limits for a specific grant. In a recent post on the official SASSA X account, the agency said the test looks at income, assets, and, where applicable, the financial position of a spouse. This means that married applicants are assessed on their combined household income and assets, not just on the income of the applicant. It checks how much money a person receives and what assets they own. If the applicant is married, SASSA also looks at the income and assets of the spouse. This applies whether the couple is married in or out of the community of property.
The test ensures that social grants are paid to people who fall below the required financial limits. If a person’s income or assets are above the set limit, the grant application may not be approved.
What SASSA Checks During The Means Test
SASSA checks two main things during the means test:

Which SASSA Grants Use The Means Test?
SASSA says the means test applies to all social grants, except the Foster Child Grant.
This means the test is used for grants such as the Older Persons’ Grant, Disability Grant, War Veterans’ Grant, Child Support Grant, Care Dependency Grant, and the COVID-19 Social Relief of Distress Grant.
The Foster Child Grant is treated differently because it is linked to a court order and the legal care of a foster child.

What Happens If Income Or Assets Are Above The Limit?
If an applicant’s income and assets are above the set limit, SASSA may decline the application.
For married people, this can happen even when the applicant personally has little or no income, because SASSA also counts the spouse’s income and assets. This is why applicants are required to give correct information about their household financial position.
If the income and assets are below the set limit, the applicant may qualify for the grant, provided all other grant rules are also met.
Why The Means Test Matters
The means test ensures that social grants are paid to people who meet the financial eligibility requirements for government support.
It is also used to protect the grant system from payments to ineligible recipients. SASSA checks income and assets so that available funds are directed to applicants who fall within the approved limits.
